Share

Summary:

The Ministry of Federal Affairs and General Administration has directed 15 local governments to take necessary action on a Junior Survey Training proposal forwarded by the Land Management Training Centre, aimed at developing surveying-related technical capacity at the local level.

The Government of Nepal has initiated administrative coordination for Junior Survey Training (Junior Napi Talim) involving employees of selected local governments. According to a circular issued on Ashoj 7, 2083 BS, by the Ministry of Land Management, Cooperatives, Federal Affairs and General Administration, the directive follows correspondence from the Land Management Training Centre in Dhulikhel, Kavrepalanchok, dated Ashoj 5, 2083 BS. The ministry forwarded the centre’s training-related proposal to the concerned local governments, requesting them to take the necessary action in accordance with the details provided. The initiative concerns technical capacity development among local-level personnel working in land administration and surveying-related functions.

The circular was addressed to 15 local governments, including Biratnagar Metropolitan City, Bharatpur Metropolitan City, Pokhara Metropolitan City, Dharan Sub-Metropolitan City, Ganeshman Charnath Municipality, Musikot Municipality in Rukum West, Jitpur Simara Sub-Metropolitan City, Butwal Sub-Metropolitan City, Tulsipur Sub-Metropolitan City, Mechinagar Municipality, Tilottama Municipality, Malikarjun Rural Municipality in Shankharpur, and other local bodies identified in the notice. The attached correspondence contains a list of nominated employees, their positions and their respective offices, indicating that the training coordination concerns personnel already identified through the administrative process.

The Land Management Training Centre’s letter outlines arrangements for the proposed training and requests the concerned local authorities to facilitate the participation of their nominated personnel. The attached list includes employees serving in local administrative and technical positions, with their names and office details recorded for coordination purposes. The programme is associated with the centre’s surveying training activities, which are relevant to strengthening technical knowledge in land measurement, surveying and land management. However, the circular does not provide a detailed course syllabus, training fee structure or complete implementation schedule, and it should not be interpreted as confirmation that the training has already commenced.

The ministry has instructed the concerned local governments to review the forwarded proposal and undertake the required administrative arrangements. Copies of the communication were also sent to the Land Management Training Centre and the ministry’s Information Technology Section for coordination and dissemination. The initiative highlights continued efforts to strengthen surveying-related technical capacity within local government institutions, where trained personnel can support land administration and other functions requiring measurement and survey expertise.
