Share

Summary:

The Ministry of Federal Affairs and General Administration has instructed municipalities and rural municipalities to submit claims for corrections or improvements to their FY 2024/25 performance assessment results within seven days through the Local Governance Performance Assessment System (LGPAS).

The Government of Nepal has directed all municipalities and rural municipalities to review and seek improvements to their Local Governance Performance Assessment System (LGPAS) results for fiscal year 2024/25 (2081/82 BS). In a circular dated Ashoj 2, 2083 BS, the Ministry of Federal Affairs and General Administration stated that the self-assessment results submitted by local governments had undergone a quality examination in accordance with Section 11 of the Local Governance Performance Assessment Procedure, 2082. Following the examination, the ministry returned the results to the respective local governments to allow them to address identified deficiencies and improve the accuracy of their assessments.

According to the ministry, local governments seeking to improve their assessed results must submit their claims for improvement within seven days through the LGPAS online system. Such submissions must be supported by relevant documents, evidence and necessary details demonstrating the grounds for the requested changes. The ministry has instructed local authorities to examine their quality-assessed results carefully and provide supporting information within the prescribed timeframe. The process is intended to ensure that performance assessment outcomes accurately reflect the institutional achievements, administrative practices and service delivery performance of local governments.

The circular also refers to the Performance Assessment Procedure for Provincial and Local Governments, 2082, issued by the National Natural Resources and Fiscal Commission (NNRFC). Under Section 18 of Schedule 2 of the procedure, local governments are required to complete their self-assessments and submit the results through the designated system. The ministry has therefore instructed local governments to complete the self-assessment process for fiscal year 2024/25, where necessary, and ensure the submission of the self-assessment for the current fiscal year 2026/27 (2083/84 BS) within the prescribed timeframe.

The ministry has requested the Provincial and Local Governance Support Programme and other concerned agencies to facilitate implementation and coordination. It has also instructed relevant information technology units to circulate the notice to local governments, district coordination committees and other stakeholders through official communication channels. The directive seeks to strengthen performance monitoring, improve the reliability of local governance assessments and promote accountability in public administration by ensuring that local governments submit accurate, evidence-based performance information through the prescribed evaluation system.
