Nepal Extends Deadline for Local Governments to Challenge LGPAS Assessment Results

Share

Summary:

The government has extended the deadline for municipalities and rural municipalities to submit claims for improvements to their FY 2024/25 Local Governance Performance Assessment System (LGPAS) results, following requests from several local governments for additional time.

The Government of Nepal has announced an extension of the deadline for local governments to submit claims for corrections and improvements to their performance assessment results under the Local Governance Performance Assessment System (LGPAS). According to a circular issued by the Ministry of Land Management, Cooperatives, Federal Affairs and General Administration on Ashoj 8, 2083 BS, the decision concerns the quality-assessed results of the self-assessments conducted for fiscal year 2024/25 (2081/82 BS). The ministry had previously issued a circular on Ashoj 2, 2083 BS, allowing local governments seven days to submit claims for improvements following the quality examination of their assessments.

The ministry stated that the deadline was extended after several municipalities and rural municipalities submitted requests for additional time, while some local governments had yet to complete their submissions. Taking these circumstances into consideration, the ministry decided to provide an additional opportunity for local authorities to review their assessment results and submit claims for necessary corrections. The LGPAS online system will remain open until Ashoj 11, 2083 BS, at 11:59 PM, allowing concerned local governments to complete the required process within the extended timeframe.

Under the revised arrangement, municipalities and rural municipalities must reassess their quality-tested performance results and identify any areas requiring correction or improvement. Local governments seeking changes must submit their claims through the LGPAS system, accompanied by the necessary supporting documents and evidence in accordance with the prescribed procedures. The ministry has emphasized that the additional time should be used to complete the submission process properly, ensuring that claims are supported by relevant documentation rather than unsupported requests for changes.

The ministry has directed concerned local authorities to take the necessary action within the extended deadline and requested the Provincial and Local Governance Support Programme (PLGSP) to facilitate coordination and implementation. Its Information Technology Section has also been instructed to circulate the information to all local governments and publish the notice on the ministry’s official website. The extension is intended to provide local governments with sufficient opportunity to address discrepancies in their assessments and ensure that final performance records reflect verified institutional information. The circular does not announce revised assessment scores or rankings; it specifically concerns the additional period for submitting improvement claims.
