The ministry has introduced a detailed code of conduct requiring employees to maintain integrity, neutrality, transparency, discipline and citizen-friendly service delivery.

The Ministry of Physical Infrastructure and Transport has approved the Employee Code of Conduct, 2083, with ministerial approval dated 2083/01/30. Issued under the Good Governance Management and Operation Act, 2064, the code applies to employees of the ministry and its subordinate offices.

The code aims to make public service more ethical, impartial, transparent, disciplined, accountable and result-oriented. It directs employees to prioritize national and public interest, follow the law, protect official confidentiality, treat service seekers respectfully, and avoid political pressure, bias or misuse of authority.

The code also prohibits employees from accepting gifts, commissions or undue benefits, misusing government resources, acting as agents for service seekers, leaking official information, or making irresponsible social media comments. It includes special provisions for infrastructure-related work, requiring transparent procurement, quality monitoring, proper coordination, environmental responsibility and avoidance of conflict of interest with contractors.

Employee compliance with the code will be linked to performance evaluation, and staff members are required to sign a commitment to follow it.
