Finance Ministry Announces Decisions to Improve Intergovernmental Fiscal Coordination

The Finance Ministry has released 16 decisions aimed at strengthening fiscal federalism, revenue sharing, grants, budgeting and coordination among all three levels of government.

The Ministry of Finance has issued a press release after the meeting of the Intergovernmental Fiscal Council and Thematic Committee, held on 2083/01/03 under the chairmanship of Finance Minister Dr. Swarnim Wagle. The meeting focused on improving fiscal transfers, grant systems, budget discipline, revenue capacity and coordination between federal, provincial and local governments.

The ministry said the meeting decided to review the implementation of the council’s previous decisions, improve financial federalism laws, make grants more need-based and performance-oriented, and strengthen provincial and local revenue capacity. It also emphasized better coordination in revenue leakage control, timely budget preparation, and ending duplication in development projects through clearer project classification and budget discipline.

Other decisions include integrating financial information systems such as SuTRA, LMBIS and PLMBIS, improving procurement management, prioritizing land acquisition for public projects, supporting provincial and local administrative infrastructure, and encouraging better management of local resources such as stone, gravel, sand, forest products and river-based materials.
