The Government of Nepal has issued new instructions to standardize academic certificate verification for students who completed Grades 1 to 9 and Grade 11. In a circular dated Ashoj 27, 2083 BS, the Ministry of Education and Sports directed all universities, Education Development and Coordination Units, and local governments to follow prescribed procedures when processing academic documents for verification. The directive concerns certificates received by the ministry’s Educational Consultancy, Certification and Scholarship Division and seeks to ensure that academic records are authenticated by the appropriate educational authorities.
According to the circular, certificates submitted for verification must first be authenticated by the concerned university or Education Development and Coordination Unit/local government, as applicable. Verification must clearly include the official signature, designation and date of the authorized verifying officer. The ministry has emphasized that these details are mandatory for documents submitted through the verification process, helping establish the authenticity and accountability of academic certification.
The ministry has further clarified that character certificates and documents titled “To Whom It May Concern” will not be verified under this arrangement. The circular, signed by Section Officer Gokarna Prasad Bhandari, does not announce new verification fees, application deadlines or an online submission system. Instead, it provides administrative instructions to educational institutions and concerned authorities to ensure that eligible academic certificates are properly authenticated before submission.
