The Gazette contains three separate formation orders issued under the Development Committee Act, 2013. The first establishes the Singha Durbar Vaidyakhana Development Committee to operate and manage the historic Ayurvedic medicine institution and support the production, quality assurance and distribution of Ayurvedic medicines in Nepal and abroad. The committee is headed by a government-nominated chairperson with specified professional qualifications and includes representatives from relevant health, Ayurveda, drug-regulation and government bodies. Its responsibilities include approving policies, annual programmes and budgets; monitoring implementation; improving service quality; protecting institutional property; expanding services; managing staff; and overseeing standards, pricing and distribution of medicines.
The second order creates the National Ayurveda Research and Training Centre Development Committee to manage a national institution focused on Ayurveda research, training and development. Its mandate includes formulating policies and programmes, conducting and supporting scientific research, publishing research findings, strengthening the conservation and study of medicinal plants, developing institutional infrastructure and manpower, and promoting collaboration in Ayurveda research and training. Like the Vaidyakhana committee, it has a government-appointed chairperson, a multi-agency board, an executive director as member-secretary, a three-year term for nominated officeholders and provisions for committees, staff recruitment, delegation of authority and government supervision.
The third order establishes the Vector-Borne Disease Research and Training Centre Development Committee, with its office in Hetauda, Makwanpur, to strengthen research, training and technical capacity for the prevention and control of vector-borne diseases. The centre is authorized to conduct research into disease transmission and control measures, provide training, prepare reports for the government, cooperate with national and international organizations, improve infrastructure and technical capacity, and carry out regular monitoring. Its committee includes senior health officials and subject specialists, with similar provisions governing appointments, meetings, human resources and accountability.
Across all three bodies, the orders establish dedicated funds that may receive government grants, income from services, donations and permitted domestic or international assistance. Accounts must be maintained under prescribed financial rules and subjected to formal audit, while each committee must submit annual reports covering major activities, policies, programmes, implementation status and expenditure. The government may issue binding directions, and detailed rules can be framed with ministry approval, creating a standardized governance and accountability structure for the three institutions.
